Pictorial Permits were first used on May 9, 1972 by Imperial Printers on a mailing from Hartford, Vermont. The founder of Imperial Printers and Vermont Stamp is a graphic artist AND stamp collector who wanted his bulk mailings to bear stamp-like images.
The next year the USPS ruled that these permits did not meet their permit specifications and could no longer be used. However, in 1995, the USPS relaxed their rules to allow pictorial matter to be placed with the permit information and this innovative series was resumed.
